Shri Ramesh Chandra was born on 1st January, 1958 in a village named Panwari, District Mahoba in Bundelkhand area of Uttar Pradesh. He did his Secondary and Senior Secondary Education from Government Inter College, Sultanpur, Uttar Pradesh. He did Bachelor of Engineering (Civil) and Master of Engineering (Building Science & Technology) from University of Roorkee (now called IIT, Roorkee) in 1978 & 1981 respectively. While pursuing his Master of Engineering Degree, he also joined UP Irrigation Department and served at Irrigation Design Office at Roorkee.

Thereafter, Shri Ramesh Chandra joined Central Engineering Service as Assistant Executive Engineer, CPWD in March,1981. After completion of mandatory training he was posted to Bomdila, Arunachal Pradesh. During this posting, he visited Bomdila & Tawang and got constructed number of residential and office buildings and roads.


Shri Ramesh Chandra joined Delhi, PWD on promotion as Executive Engineer in June,1985 and was in-charge of maintenance, strengthening, and widening of National Highway      No.1, Mall Road etc. for more than 5 years. Later on for a period of about 6 months, he remained Engineer Officer with Chief Engineer in Delhi PWD.

Shri Ramesh Chandra was selected on deputation as Deputy Commissioner (Border), Guwahati under Ministry of Home Affairs, Govt. of India in July,1991 and he has travelled all along Bangala Desh Border. During this tenure he also inspected the border fencing and flood lightings works in Punjab area along Indo-Pak Border.

On promotion as Superintending Engineer, he was selected as Chief Engineer, Employees Provident Fund Organization (EPFO) on deputation, and monitored the progress of construction of various residential and non-residential buildings in various parts of India.

On return from EPFO, he again joined Delhi, PWD and was in-charge of maintenance of 112 Government Schools alongwith construction of about 600 Semi-Permanent Class Rooms in various schools, maintenance of 5 running Hospitals and number of Dispensaries and Police Stations of Govt. of Delhi in North and North-West Districts of Delhi including construction and maintenance of various works in Tihar Jail complex up to January,2003.

In February, 2005, Shri Ramesh Chandra was selected as SE (Vigilance) to Delhi Development Authority on  deputation and unearthed Bank Guarantee Scam and examined the cases pertaining to Mega Housing Scam and Watch & Ward Scam. During this period he also worked as Director (Vigilance).  In Feb. 2008, he took over as Chief Engineer (Rohini Zone) and got completed more than 5000 LIG, MIG and HIG houses which were projected by DDA in draw of lots in the year 2010. The development works of Urban Extension Roads (UER-2 & 3) were also undertaken.

On promotion as Chief Engineer, he was posted as Chief Technical Examiner on deputation in Central Vigilance Commission for 5 years from Dec. 2011 to Dec. 2016 and examined number of prosecution and other penalty proceedings cases. He also ensured number of systemic improvements in various PSUs & government departments during the course of intensive Examination of various works and processing of complaints. As Chief Technical Examiner, CVC he delivered lectures in number of PSUs and Govt. organisations and Public Sector Banks on the subject “Transparency in Public Procurement”  to sensitize their officers and staff. While working as Chief Technical Examiner, he was also promoted as Additional Director General, CPWD in May, 2015.

Thereafter, he was promoted as Special Director General in CPWD in December, 2016.  As Special Director General (HQ) in CPWD, I am Nodal Officer for infrastructure works of 16 IITs and some  NITs being carried out by CPWD apart from the general administration of the CPWD and superannuated in December,2017.

Shri Ramesh Chandra has also attended number of inland and abroad meetings on Prevention of Corruption, namely 5th meeting of working group of United Nations Convention against Corruption (UNNCAC) on prevention of corruption at Vienna, Austria and on “Black & White – is Corruption Grey” at University of California, Berkely,  USA.

Shri Ramesh Chandra has also been appointed as a Employer’s Nominee by Rail Vikas Nigam Limited (RVNL) as member of the Arbitral Tribunal headed by the former Judge, Supreme Court of India in the Arbitration case of M/s AFCONS V/s.RVNL.
